In a letter to a congressional colleague, U.S. Congressman Les AuCoin advocated for his bill, the Housing Opportunity Act of 1979. The bill aimed to increase the number of American home owners, with an estimated 8.5 million families benefiting. Congressman AuCoin explained how first time home buyers were struggling with the increases in home prices.
