The Washington County Community Action Organization was founded in 1965 during President Johnson's "War on Poverty." Though many of the files from WCCAO's earliest years have not survived, some were saved. A binder from an early board member, Birgetta Nixon, preserved several dozen early documents, including the meeting notes below. (See the  rest of her binder's contents .) Oral histories and other memories from early founders add details about how the organization formed.
