Early Years, 1970s-90s
Head Start is a national program for low-income families that provides early childhood education, health and food assistance. In its earliest years, it was a summer program that helped children prepare for elementary school. Its services have expanded since then to include infants and toddlers and to run year-round.
Community Action has administered Head Start services in Washington County since the 1970s, though few documents were saved from the early years. Photographs, flyers and information recorded in General WCCAO Annual Reports attest to their activities during these years.
