"A Solution for the Bull Run Watershed" Congressional Speech

On the U.S. House floor, Congressman Les AuCoin cosponsored a bill with Congressman Robert Duncan that aimed to protect the Bull Run Watershed east of Portland, a significant source of water for the city. Additionally, the bill aimed to clear up legal issues due to a "severe court interpretation of the 1909 Bull Run Watershed Act." AuCoin gave the speech on May 6, 1977.
